Living Here
About Indian Rocks Beach
Indian Rocks Beach covers about 2.7 miles of Gulf shoreline on Sand Key, and the city caps buildings at 35 feet. That one rule shapes everything: there are no condo towers, so the beach is lined with houses, two- and three-story condos and a few small motels. From most streets you walk to the sand through one of 27 public beach accesses, 18 of them with free parking.
Daily life runs along Gulf Boulevard. Keegan's Seafood Grille reopened after the 2024 storms, and the IRB Nature Preserve at 903 Gulf Blvd has a community garden and dog park. Kolb Park sits on the bay side, residents have their own boat ramp at 15th Avenue, and the Indian Rocks Causeway drawbridge at 5th Avenue connects to Walsingham Road. Boaters reach the Gulf through Clearwater Pass or John's Pass. Downtown Clearwater is about 20 minutes away and downtown St. Pete about 35.
Where to Look
Indian Rocks Beach Neighborhoods
Gulf-front homes on Gulf Boulevard
The west side of Gulf Boulevard is where the top of the market sits: direct beach frontage, sunset views and VE-zone construction rules. Older cottages on these lots trade largely on land value, since a buyer is often pricing in a rebuild.
Intracoastal homes with docks
Harbor Drive, Bay Boulevard and Bay Shore Boulevard back onto the Intracoastal, and most homes have a dock, many with a lift. You give up the beach view for no-wake frontage and a boat at the back door, usually for well under Gulf-front prices.
Interior streets
The numbered avenues and 1st and 2nd Streets between Gulf Boulevard and the bay hold the city's most affordable houses, mostly older ground-level homes. You are a short walk from a beach access but have no water frontage. Ground-level homes here face the same 50% rule as anywhere in the city, covered below.

- Top, $1.1M–$11M: new low-rise condos ($1.1M–$2.4M), Gulf-front single-family homes ($4M+) and new elevated Gulf-front builds (about $8M–$11M).

Flood, Insurance and Rebuilding After Helene and Milton
The whole city is in FEMA's Special Flood Hazard Area: VE on the beachfront, AE elsewhere, with base flood elevations mostly 10 to 11 feet against average ground of 5 to 6 feet. After Helene, Pinellas County's first round of substantial-damage letters reached about 100 of the city's roughly 3,200 structures (Bay News 9, November 2024). Those homes must be elevated or replaced, which is why new elevated construction is now common here.
Under the 50% rule, if repairs or improvements reach half the structure's market value, the building must meet current flood code. A 2025 state law (s. 163.31795, F.S.) bars cumulative lookback periods, so each project is judged on its own; get the permit history before you price a renovation.
Get the elevation certificate early, since it drives the flood premium. Indian Rocks Beach is a Class 6 in FEMA's Community Rating System, a 20% NFIP discount (FEMA, October 2026). See what waterfront owners pay for flood insurance and our flood zone lookup guide.
Condo Buyers
Condo Due Diligence in Indian Rocks Beach
With a 35-foot height limit, many Indian Rocks Beach condos are two- or three-story buildings, so check whether yours falls under the state rules below. Associations often set lease minimums stricter than the city's. For one building in depth, see our Driftwood Sands review.
Condo buildings three or more stories tall need a milestone inspection by the end of the year they turn 30, then every 10 years (s. 553.899, F.S.), and a Structural Integrity Reserve Study every 10 years (s. 718.112(2)(g)). Owners can no longer waive those reserves, so underfunded buildings catch up through higher dues or assessments. Before you sign, get the SIRS and its funding plan, the milestone report, the budget and reserve balance, a year of board minutes, the master insurance deductibles and the leasing rules. On a resale you then have 7 business days to cancel (s. 718.503(2)). More in our 10 questions for Florida condo buyers.

Common Questions
Indian Rocks Beach Real Estate FAQs
Is Indian Rocks Beach a city?
Yes. Indian Rocks Beach is its own incorporated city, chartered in 1955, with its own commission, building department and codes. It sits on Sand Key between Belleair Beach and Indian Shores, and shares ZIP 33785 with Indian Shores, so confirm the municipality on the property record.
Can you do short-term rentals in Indian Rocks Beach?
Yes, with an annual city registration under Ordinance 2023-02. Owners need a $300-per-unit registration, a fire inspection, a state lodging license, tax registrations and a 24/7 responsible party, and guest occupancy is capped. Condo associations can set stricter leasing rules.
What flood zone is Indian Rocks Beach in?
All of Indian Rocks Beach is in FEMA’s Special Flood Hazard Area. Gulf-front lots are VE, with wave-action building rules, and the rest of the city is AE with base flood elevations mostly 10 to 11 feet. Average ground is 5 to 6 feet, so many older homes sit below it.
Are there new construction homes in Indian Rocks Beach?
Yes, and more are coming as storm-damaged homes are replaced. In October 2026, listings included new elevated Gulf-front homes above $7.9 million and recently built low-rise condos from about $1.1 million to $2.4 million, all within the city’s 35-foot height limit.
How much does a Gulf-front home cost in Indian Rocks Beach?
In October 2026, Gulf-front homes in Indian Rocks Beach were listed from about $4 million to nearly $11 million. The low end is usually an older house; the top is new elevated construction or a wide parcel. Gulf-front condos in older buildings start around $600,000.
What is the 50% rule and how does it affect older homes?
The 50% rule says that if repairs or improvements cost half or more of a building’s market value, excluding land, the whole structure must meet current flood code, which usually means elevating it. Since 2025, state law bars cumulative lookback periods, so each project stands alone.
