About Clearwater Beach

Clearwater Beach is a resort beach with a residential north end. Beach Walk runs along the south end, Pier 60 partly reopened in 2025 after storm repairs, and Frenchy's has four locations on the beach. The Clearwater Marine Aquarium is on Island Estates, and the city marina at the foot of Memorial Causeway is being rebuilt. Downtown Clearwater is about 7 minutes across the causeway, and the Clearwater Ferry runs to Coachman Park. Downtown St. Pete is about 40 minutes without traffic, and St. Pete–Clearwater International about 25.

In season, parking and traffic shape daily life. Every car comes through the Memorial Causeway roundabout, city lots charge $3.50 an hour, and there is no public parking north of the Acacia Street roundabout. A deeded parking space and a building on the Jolley Trolley route are worth paying for. PSTA's airport express from PIE is another way in without a car.

Where to Look

Clearwater Beach Neighborhoods

North Beach

North of Pier 60, Mandalay Avenue gives way to residential streets. Gulf-front homes line Eldorado Avenue, including the Carlouel area, and Mandalay Point at the tip is a gated 11-home enclave. Interior streets like Narcissus have smaller homes from the $600Ks.

South Beach and Beach Walk

South Gulfview Boulevard has the Gulf-front towers, hotels and Beach Walk, and much of it is in the city's Tourist district, where shorter rentals can be allowed. On the bay side, Shore Drive and Brightwater Drive have low-rise condos, several with boat lifts.

Island Estates

A residential canal neighborhood off Memorial Causeway, with dock-lot homes, Island Way condos and city boat slips, minutes from Clearwater Pass. Check your boat's route and clearances on NOAA chart 11411.

Across Clearwater Pass

Sand Key Condos for Sale

Sand Key is the barrier island south of Clearwater Pass, across the fixed high-level Sand Key Bridge. Its northern 2 miles, from the pass to the Belleair Beach line, are in the City of Clearwater and share the 33767 ZIP code. This stretch is almost all Gulf Boulevard high-rise condos, with Sand Key Park, a 95-acre county park with a boardwalk and dog park ($6 daily parking), at the north end.

Without a pier or a Beach Walk-style strip, Sand Key draws far fewer day visitors than the main beach. In October 2026, Sand Key condos were listed from about $400,000 to $4.6 million, with a median near $850,000, compared with about $750,000 on South Gulfview. Rental rules depend on each tower's zoning and declaration, so check both before you buy. Clearwater bars stays under 31 days in residential districts, and that rule predates the state's 2011 limits on local rental ordinances.

What It Costs

Property Types and Price Bands

Based on active listings in October 2026:

  • Entry, $175K–$600K: older condos on Island Way and Mandalay Avenue, and bayside low-rises.
  • Mid, $600K–$2M: Gulf-front and Sand Key tower condos, new bayside condos at 411 East Shore Drive ($730K–$1.2M) and interior North Beach homes.
  • Top, $1.4M–$14M: Island Estates dock homes ($1.4M–$3.7M), pre-construction Viceroy Residences ($1.5M–$4.6M), Gulf-front homes on Eldorado Avenue ($3.4M–$6.9M) and Mandalay Point.

Before You Buy

Flood, Insurance and Rebuilding

On FEMA's 2021 maps, Gulf-front parcels are generally VE, with base flood elevations of 11 to 12 feet at the points we checked. Interior beach streets are AE 9, and Island Estates is mostly AE. Pull each parcel on FEMA's map before you make an offer.

Older homes face the 50% rule: if repairs or improvements reach half the structure's market value, the building must meet current flood code. Clearwater's code still lists a one-year cumulative period, but a 2025 state law (s. 163.31795, F.S.) bars cumulative periods, so confirm with the city how it applies the test. [Clearwater Beach post-Helene rebuild status, source and date]

Get the elevation certificate early; the lowest floor against base flood elevation drives the premium. Clearwater is a Class 5 in FEMA's Community Rating System, a 25% NFIP discount (FEMA, October 2026). See what waterfront owners pay for flood insurance and insuring a waterfront home.

Condo Buyers

Condo Due Diligence on Clearwater Beach

A South Gulfview resort condo and a Sand Key tower a mile away can have opposite rental policies, so read the declaration's leasing section next to the city zoning map.

Condo buildings three or more stories tall need a milestone inspection by the end of the year they turn 30, then every 10 years (s. 553.899, F.S.), and a Structural Integrity Reserve Study every 10 years (s. 718.112(2)(g)). Owners can no longer waive those reserves, so underfunded buildings catch up through higher dues or assessments. Before you sign, get the SIRS and its funding plan, the milestone report, the budget and reserve balance, a year of board minutes, the master insurance deductibles and the leasing rules. On a resale you then have 7 business days to cancel (s. 718.503(2)). More in our 10 questions for Florida condo buyers.

Common Questions

Clearwater Beach Real Estate FAQs

Can you rent out a condo on Clearwater Beach?

It depends on the zoning and the building. Clearwater bans rentals under 31 days in all residential zoning districts, while buildings in the beach Tourist district can allow shorter stays. Condo declarations can be stricter, and every rental needs a city business tax receipt.

What flood zone is Clearwater Beach in?

Gulf-front parcels on Clearwater Beach are generally in FEMA’s VE zone, with base flood elevations of 11 to 12 feet at the points we checked. Interior streets are mostly AE 9, and Island Estates is mostly AE. Check each parcel on FEMA’s 2021 flood maps.

Is Sand Key part of Clearwater?

The northern end is. About 2 miles of Sand Key, from Clearwater Pass to the Belleair Beach line, is in the City of Clearwater and uses ZIP 33767. South of that, the island runs through separate towns, including Belleair Beach and Indian Rocks Beach.

How much is a Gulf-front condo on Clearwater Beach?

In October 2026, Gulf-front condos on Clearwater Beach and Sand Key were listed from about $500,000 to $4.6 million. Older one- and two-bedroom units are the low end; penthouses and new construction, such as pre-construction Viceroy Residences, are the top.

What’s the difference between Island Estates and Clearwater Beach?

Island Estates is a residential canal neighborhood off Memorial Causeway, with dock-lot homes and low-rise condos; Clearwater Beach is the Gulf sand, towers and resort district. Both are in the City of Clearwater, but Island Estates’ residential zoning bars rentals under 31 days.

Do Clearwater Beach condos have milestone inspection requirements?

Yes. Any Florida condo building three or more stories tall needs a milestone inspection by the end of the year it turns 30, then every 10 years, plus a Structural Integrity Reserve Study every 10 years. Ask for both, and the board’s funding plan, before you sign.
